I'm at level 41 and I'm not a member. Why, when I want to play to the 'Beginners Power Tour', appear the message 'You're not at the level required to join'??

You can only play the beginners tour up to level 30. Beyond that you are no longer a "beginner" so you can't play in it. In other words, if you want to carry on playing tournaments, you're going to have to start paying as the belief is you have had enough time to decide whether or not it is worth it.

To add-on to what shapi said, you have to buy membership to play anymore tournaments.

Also as a non CM all you can do is forum,chat and play practice matches against Hard Medium and Easy Team.
